By Steve Peoples PROVIDENCE, R.I. -- There is a bill posted on today's House calendar that would allow binding arbitration for teachers unions. That does not mean that the House is going to review or even vote on that proposal today, according to a House spokesman. It's only on the calendar as a technicality because it was not formally addressed before the R.I. House of Representatives recessed in June.
