If there were ever a sign your bill was dead …

A bill on pet neglect from Rep. Peter L. Lewiss, D-Westerly, was placed on the House calendar in April but was repeatedly pushed back by a day or a week. The House debated it for a half-hour April 25, but several representatives said they felt its protections for four-legged friends stretched too far. The bill would require every dog owner to provide a doghouse that is “impervious to moisture, contains dry bedding material, has a floor that is at least four inches off the ground and has a wind break at the entrance” if the pet is kept outside for more than 30 minutes in cold temperatures.

Finally, last Tuesday, House Speaker William J. Murphy ordered that consideration of the bill be postponed to Wednesday, July 4.

Lawmakers adjourned early Saturday after a frantic 14-hour session in which they considered hundreds of bills. Even if they return to override vetoes from the governor, the Fourth of July seems an unlikely date for that override session. “I don’t know if we’ll have a quorum on July 4,” Lewiss said Friday.
