Gibbs wasn’t the only one who had a birthday last week. House Finance Chairman Steven M. Costantino turned 50 on Saturday, and he spent the first two hours of his birthday in the House chamber, at the tail end of the 11-hour budget debate.

The House took a brief break to present Costantino with black balloons — to signify his being over the hill — an accordion serenade and a sheet cake emblazoned with childhood pictures of the legislator.
