Under Rhode Island's Constitution, the Secretary of State swears in the governor at inagurations. But this year, Governor Carcieri's office has been informed that outgoing Secretary of State Matt Brown will not be available to swear in Carcieri because Brown will not be in the state on Inauguration Day, Jan. 2. Brown will be out of the country, said Peter Kerwin, the secretary of state's spokesman. Under the Constitution, the attorney general -- in this case Atty. Gen.
