Secretary of State-elect A. Ralph Mollis said last week there is one personnel decision he has pretty much already made — reappointing Jan Ruggiero, the office’s well-regarded elections expert, to run the election division.
``I have already asked her to stay on,” said Mollis in a brief interview. ``She is top-notch.”
Ruggiero, who once worked for the state Board of Elections, has been overseeing Rhode Island elections for many years and has a deep understanding of the state’s election laws.
